Permission navigation in vuejs + laravel?

I have a campaign list page. Now I want when the user logs in, if he doesn't have access to the campaign list page, it won't show the menu and won't allow access to that url ? Give me ideas. Thanks

I had a form with a drop-down element for the list of countries and wanted to insert the corresponding country flag before each country name. But HTML does not support the addition of elements to select box. Then I found some CSS hack but this method is not compatible with all browsers.
