Max 4 tds in a row if data is more than 4 break to new row

I have a foreach loop getting keys the keys come back as numbers in 4 table tds in a row, if it spit out more than 4 keys I want the row to break and keep going until it hits 4 again. If the second row doesn't fill to 4 add 3 extra tds to fill in the gap.
